URBAN DESIGN DEPARTMENT

Duties of the Urban Design Directorate:

The Urban Design Directorate, as revised by the Ministry Office Order dated 02.02.2023 with number 5685678:

1. Prepare, commission, and prepare for approval master plans and/or urban design projects for special project areas contributing to the enhancement of city identity and the development of cities, such as finance and trade centers, exhibition areas, entertainment centers, and main city entrance arrangements, under subparagraph (ğ) of Article 97 of Presidential Decree (Decree Number: 1).

2. Prepare, commission, and prepare for approval master plans and/or urban design projects for implementations conducted by the Housing Development Administration of Turkey (TOKİ) under subparagraphs (ğ) and (ı) of Article 97 and subparagraph (e) of Article 7 of Presidential Decree (Decree Number: 1) and pursuant to Law No. 2985 on Mass Housing and Law No. 775 on Shanty Areas.

3. Improve, beautify, renew, and revive the Atatürk Culture Center area designated by Article 3 of the Law on the Celebration of the 100th Anniversary of Atatürk's Birth and "Establishment of Atatürk Culture Center," in consultation with the Ministry of Culture and Tourism, and prepare, commission, and prepare for approval studies, maps, plans, parcelization plans, and construction projects for this area, as well as ensure the realization of expropriation and licensing processes and other related tasks.

4. Prepare, commission, and prepare for approval master plans and/or urban design projects in Risky Areas designated by the Council of Ministers decision under Articles 2 and 6 of Law No. 6306 and in Implementation Areas covering Reserved Building Areas and areas with risky or existing risky structures, according to Implementation Regulation Articles 3 and 18.

5. Conduct studies for planning, organizing, and managing the process to achieve the objectives of projects produced in the aforementioned areas, and execute the necessary master plan and/or urban design tender procedures and processes.

6. Participate in activities to determine the procedures and principles regarding Master Plan and Urban Design processes.

7. Monitor national and international developments in the field and participate in related activities.

8. Provide opinions to stakeholders regarding all tasks and procedures conducted by the Directorate.

9. Conduct studies on Urban Design Guides.

10. Conduct master plan and/or urban design project tender procedures and processes in designated areas.

11. Manage and determine the procedures and principles for prepared Master Plan studies.

12. Coordinate among relevant institutions and organizations regarding projects being implemented or to be implemented.

13. Develop explanatory and problem-solving methods for all questions and issues related to the studies.

14. Coordinate the operations and procedures related to National Gardens.

15. Perform other duties assigned by the Directorate General's Office related to its operational area.
