Responsibilities of the II Numbered Urban Application Branch Directorate:

In the Directorate of Mapping and Real Estate, the Parceling, Consolidation, Establishment, and Partition Plans prepared in accordance with Articles 15, 16, and 18 of Law No. 3194 on Urban Planning are implemented and approved. Opinions are provided to municipalities, provincial special administrations, and all other official institutions regarding these urban planning applications and their implementation, in relation to relevant articles of the Urban Planning Law, Regulations on Land and Plot Arrangements, and Regulations on Unplanned Areas. Furthermore, legislative studies are conducted concerning the relevant articles of the Urban Planning Law, Regulations on Land and Plot Arrangements, and Regulations on Unplanned Areas. Under Articles 97 and 102 of Presidential Decree No. 1, within the scope of our duties and authorities given to our Ministry:

a) Works are carried out in project areas conducted by our Ministry,

b) In areas of National Scale Major Projects such as Van Earthquake Housing, Canal Istanbul Project,

c) In areas presented by the Mass Housing Administration Presidency,

d) In urban transformation areas where Reserved and Risky Areas and Risky Building Areas exist, within Treasury Lands and Official Institution Areas remaining under the General Directorate of National Real Estate, in areas where National Gardens will be established, in all areas belonging to public institutions and areas of public investments,

e) In areas where Treasury immovables and places outside of registration are located,

f) In all energy, telecommunications, and infrastructure facility areas such as HEPP (Hydroelectric Power Plant), GEPP (Geothermal Power Plant), REPP (Renewable Energy Power Plant),

g) In special project areas determined by Presidential Decree and our Ministry,

h) In application areas where disputes arise between public institutions,

ı) In application areas owned by private and legal entities that have applied to our Ministry and not approved by the Municipality, undertake the tasks of making, supervising, and approving urban planning activities.

In addition to these items, providing opinions of precedent nature regarding inquiries and uncertainties arising from Provincial Directorates, Municipalities, other institutions and organizations, and individuals, about matters related to Law No. 3194 and Regulations on Land and Plot Arrangements is an objective.

Considering the dynamic structure of urban planning works conducted in accordance with Articles 15, 16, and 18 of Law No. 3194 on Urban Planning, innovative policies are needed to produce. Thus, the Branch Directorate produces projects in order to guide property policies of our country, preventing public damage and citizen grievances and managing legislation-related amendments.

In this regard, the Branch executes projects such as the Sample Urban Application Project in 81 provinces listed in the 11th Development Plan presented in the Presidential 11th Development Plan, and the Legislation Development and Urban Application (Development of Scientific-Based New Urban Application Model Addressing Cultural Wealth of Our People, Fair and Inclusive, Also Providing Underlying for Legislation) project, and carries out legislative work required based on results obtained from projects and develops property policies.

Carrying out all the activities of the Directorate from legislative amendment works, views prioritized in applications to the projects crucial for our country under our authority, and ensuring control of projects through a single directorate, a total number has been designated.

Other tasks to be given by the Chief of Section
