Duties:
1-Determining the units included in the organizational chart of the headquarters; which training, work experience, knowledge and skills personnel are needed, determining the definition of the extent to which these personnel will be authorized for which tasks with the Headquarters Authority.
2-To ensure that personnel who comply with the personnel policies of our ministry and the vision of our general directorate take up positions in the units of our General Directorate, both from within the institution and from outside the institution.
to carry out personal transactions of civil servants, employees, contract and other personnel within the framework of the provisions of the Civil Servants Law No. 3-657, the Pension Fund Law No. 5434, the Law No. 5510, the regulations, Circulars and other relevant legislation of the Social Security Laws No. 5502,
4-To ensure that the task distributions of personnel are made together with the General Directorate Authority by taking the opinions of the relevant unit managers.
5-To keep track of the staff's overtime and to transmit the turnstile registration information to the relevant unit manager if requested.
6-To carry out the disciplinary procedures of the general directorate personnel.
7-To carry out the secretariat services of the general directorate.

11-Within the scope of the "National Internship Program" conducted by the Presidential Human Resources Office, https://kariyerkapisi.cbiko.gov.tr / to ensure that the recruitment of trainee personnel through the address is made as a result of an interview conducted by the Human Resources Manager personally, and to ensure that the personnel received serve in the relevant units in accordance with the vision of our ministry and to ensure that they are accustomed to business life.
12-Determining the need for personnel, meeting with the authority of the General Directorate of Personnel and the General Directorate of Spatial Planning and ensuring that the need for personnel is met,
13-To take part in the orientation and on-the-job process of new personnel,
14-To carry out the processes of creation and updating of personnel personnel files,
15-Personnel permissions and reports to the system (ik.csb.gov.tr ) to record and report to the relevant manager and to keep the information of the staff constantly updated.
16-The works and operations of the general directorate related to administrative affairs and support services (cleaning, renovation operations, allocation of meeting rooms, room settlement operations, vehicle request, covid test requests, etc. issues related to all administrative affairs and support services.) to execute.
17-Deficiencies identified in the general directorate related to human resources and administrative work (computer, desk, chair, etc. other issues related to the fields of study) to ensure the elimination of deficiencies by notifying the purchasing branch directorate.
18-Change of position, promotion, etc. to carry out all services, to provide information to the relevant units.
In accordance with the Public Financial Management and Control Law No. 19-5018, to prepare the investment and current budget forecasts of the general directorate in accordance with the strategic plan and the annual performance program, to monitor and evaluate the compliance of the administrative activities, as well as to inform the strategy development department by editing the realization reports.
20-To prepare a detailed spending plan within the framework of the Presidential budget principles and principles and to ensure that it is sent to the relevant units.
21-Keeping budget records, collecting data on the results of budget implementation, evaluating and preparing financial statistics with the final budget account.
22-To carry out the duty of accounting officer to carry out accounting records and payouts.
23-To receive the consent of the expenditure officer and the implementation officer and to transmit it to the general directorate of personnel, the directorate of strategy development and the central treasurer's office.

25-To pay the domestic and international travel arrangements of all personnel, including the General Manager.
Paid orders Jul. 26-To arrange payment orders related to the purchase and purchase of all kinds of goods and services made by direct procurement as a result of tender transactions, as well as by protocol, and to ensure that they are transferred to the relevant units, especially the central treasury directorate.
27-To pay for GSM, internet and switchboard phone numbers and to ensure their transfer to the central treasury directorate.  
28-To pay salaries of graduate education and trainee students in accordance with the provisions of the relevant legislation and to notify the relevant units.
29-To issue pay orders related to debts related to the decision, to ensure their transfer to the central treasury directorate.
30-Tender, purchase of goods and materials, purchase of services, etc. to transfer an allowance to the purchasing directorate in order to carry out other works and transactions.
According to the provisions of Jul 31-4734, Jul 4735 and other relevant legislation, to ensure the provision of the necessary goods and services, to provide the relevant institutions and organizations with the necessary information. 
32-To carry out the use of the Electronic Public Procurement Platform (EKAP) system on behalf of the general directorate and to carry out all the necessary operations. 
33-To carry out warehouse entry-exit and other operations of the fixtures and other materials of the general directorate within the framework of the provisions of the law, by-laws, regulations and other legislation, to ensure their protection.
34-Destruction of materials that have become scrap in accordance with the provisions of the relevant legislation, etc. to make transactions.
35-To ensure that all kinds of tender procurement works and transactions are completed from beginning to end and to ensure that pay transactions are made. 
36-To carry out the same operations according to the Year-end census transactions and to submit the requested information and documents to the relevant auditors in the event of an audit. 
37-To ensure the follow-up and coordination of precautionary programs
38-To carry out the Strategic Plan studies in coordination with the strategy development directorate in accordance with the directives of the general directorate authority.
39-To ensure that the Annual Reports are prepared, transmitted to the relevant units and published on the website of the general directorate. (Weekly Activity, Monthly Activity, Reports on Separatist Activities (every 3 and 4 months), Organizing Reports on Violence Against Women and Children (every 3 months), Preparing a Unit Administration Activity Report (Once a year), Preparing long and short information notes of the Council of Ministers (Every week), Preparing 81 Provincial Information notes.)
40-To make the referral and follow-up of the applications submitted to the Presidential Communication Center (CIMER) and the information acquisition unit of our ministry and related to our general directorate to the relevant units.
41-To provide statistical information and data related to the areas of duty of our directorate General from the units and to transmit them to the directorate of special items for use in the programs of our Minister. Jul.
42-To ensure the arrangement and coordination of the web page of our general directorate; to carry out the publishing operations related to announcements, news and contents.
43-To provide support services related to the Electronic Document Management System (BELGENET) of our General Directorate.
44-To ensure the coordinated preparation of the Internal Control Standards Compliance Action Plan of our General Directorate.
45-The central and provincial organization units of the Ministry, other public institutions and / or private institutions (professional chambers, etc.) to carry out the coordination works related to the incoming workshop, symposium, council and survey procedures.
46-To ensure that correspondence, other business and transactions related to the general directorate in the field of management services are distributed to the relevant units.
47-To ensure the execution of the services of the General Directorate related to social affairs,
48-To carry out activities in coordination with the relevant units and within the knowledge of the authority by following the social activities that increase the morale and motivation of the personnel of the General Directorate,
49-To determine the principles of the general directorate archive, to ensure the implementation of these principles.
50-To carry out the incoming and outgoing document and archive services of the general directorate. 
51-To compile, extract and sort all kinds of archival materials in such a way that they become usable at any time.
52-To take measures to prevent the destruction of the archive material.
53-To ensure that the material that has completed its service life or needs to be stored in the archive is taken from the units within the framework of the provisions of the relevant legislation and stored in the archive of the institution and / or to be destroyed if necessary.
54-To distribute the documents that need to be distributed within the general directorate.
55-To carry out sorting and disposal services in coordination with the department of support services.
56-To ensure that the archiving process is performed in accordance with the standard file plan.
57-To perform other duties assigned by the General Manager.
