1. Identifying the personnel needs in terms of education, work experience, knowledge, and skills required for the units listed in the general directorate organizational chart, and defining the extent of authority to be granted to these personnel in coordination with the General Directorate Office.
2. Ensuring that personnel who are in line with our Ministry's personnel policies and the vision of our general directorate are employed in the units of our General Directorate, whether from within the institution or externally.
3. Handling the personnel transactions of civil servants, workers, contracted personnel, and other staff in accordance with regulations related to Law No. 657 on Civil Servants, Law No. 5434 on Retirement Fund, Law No. 5510, Law No. 5502 on Social Security, regulations, circulars, and other relevant legislation.
4. Ensuring that the distribution of personnel assignments is carried out in collaboration with unit managers and the General Directorate Office.
5. Tracking personnel attendance and providing attendance records to relevant unit managers upon request.
6. Managing disciplinary procedures for personnel within the general directorate.
7. Handling secretarial services for the general directorate.
8. Obtaining approvals for Extra Special Service Compensation (Major Project), Land Compensation, Foreign Language Allowance, and other supplementary payments for eligible personnel and forwarding them to the relevant units for payment.
9. Approving duties, annual leave, and leave requests for the General Director and Deputy General Directors.
10. Managing educational tasks related to the general directorate in coordination with relevant units, developing new training projects to enhance the skills, morale, and motivation of personnel.
11. Ensuring that intern personnel are recruited via interviews conducted by the Human Resources Director through the "National Internship Program" administered by the Presidency Human Resources Office at https://kariyerkapisi.cbiko.gov.tr/, ensuring that recruited personnel serve in relevant units in accordance with our ministry's vision and are acclimated to professional life.
12. Identifying personnel needs, discussing with the Personnel Directorate and Spatial Planning Directorate of the General Directorate, and ensuring that personnel needs are met.
13. Participating in the orientation and onboarding process of new personnel.
14. Managing the creation and updating of personnel files.
15. Recording personnel leave and reports in the system (ik.csb.gov.tr), reporting to the relevant manager, and keeping personnel information continuously updated.
16. Handling the entry and exit documents of personnel joining and leaving the Social Security Institution.
17. Managing administrative tasks and support services related to the general directorate's administrative affairs and support services (cleaning, renovation procedures, allocation of meeting rooms, office layout procedures, vehicle requests, COVID test requests, tea room arrangement, and all administrative affairs and support services).
18. Updating and managing the General Directorate website, publishing announcements, news, and other content.
19. Handling all services related to job changes, promotions, etc., and informing relevant units.
20. Performing other tasks assigned by the Department Head.
