The İstanbul Finance Center was declared with the decision of the Ministerial Cabinet numbered 2163 within the borders of Ataşehir and Ümraniye Districts.  An agreement was reached by the relevant parties during the preparation stage of the master plan and urban design project and "Agreement and Protocol Text" defining the works and procedures regarding this application was signed as a result of this agreement.
 
Emlak Konut GYO Corporation was authorized  to conduct the works and procedures within the scope of the Agreement and Protocol Text. Land development plans were approved by the Ministry after the urban design project regarding the area was prepared with an integrative understanding and the urban design handbook was considered as an annex to the land development plan.
 
Considering the growth in the financial sector in Turkey, which is the 16th largest economy in the world and the 6th largest economy in  Europe, it is seen that the current central business areas in Istanbul, a city which has the first finance center of the world with Kapalıçarşı, and it is aimed to cover the need for a finance center, which will form the lifeblood of trade in Turkey as it was in the past and which will fit Turkey's current position, and to make Istanbul, which has a place in the worlds of both West and East as a mediator of civilizations and which is the only city with such quality, have more say in the economy and trade areas of the globalizing world.
 
The start and ending dates of the construction works in the project area was determined with Master Work Plan approved by the Ministry in order to functionally conduct Istanbul International Finance Center Project and it will become one of the best finance centers in the world when the construction works will be completed in 2018.
